Chief Finance Officer (CFO)

Chief Finance Officer (CFO) 

Position: Assistant Chief Executive Officer (ACEO)

Job role:

The CFO is responsible to direct and oversee all of the financial activities of the Bank, including the preparation of periodic financial reports and provide leadership and coordination in the administrative, business planning, accounting and budgeting efforts of the company. The objective of this role is to make significant contribute to the achievement of the company objectives by providing advice and guidance on financial strategies and supports the leadership team in policy formulation and setting the business directions of the organization by providing necessary input.
 

Key Competency/Duties

Key deliverables will include:

  • Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP)
  • Develop, implement, and ensure compliance with internal financial, accounting and tax policies and procedures
  • Ensure completion of annual financial statements and get this audited by external auditor without any major observations and annual actuarial valuation and submission of those to appropriate regulatory bodies.
  • Develop and implement policies and procedures to ensure that personnel and financial information is secured and stored in compliance with current legislation
  • Ensure proper accounts reconciliation.
  • Responsible for financial management reporting for the Bank. Provide strategic financial input and leadership on issue affecting the organization. Present monthly and year-to-date financials with accompanying analysis of results and impact.
  • Lead the annual business plan development and budgeting process. Review reports and analyzes projections of sales and earnings against actual figures and suggests methods of improving the forecasting process.
  • Drive operational excellence towards cost optimization resulting expense gap minimization to contribute higher earnings
  • Lead the quarterly business review process from Finance
  • Monitor risk management policies and procedures to ensure that program and organizational risks are minimized.
  •  Maintain strong relationship with regulator and external auditors to investigate findings and recommendations and lobby to protect the interest of the Bank.
  • Lead transformation and change management initiatives to develop and elevate the financial organization in Nepal towards “best in class” performance.
  • Lead & strengthen research & development and treasury front functions.
  • Must have a genuine interest in the strategy and mission behind the Mahalaxmi Bikash Bank.

Qualifications/Experiences

  • Master’s Degree in accounting or business administration with a Professional Qualification under any Institute of Professional Accountants like CA/ACCA
  • Strong track record of financial accounting, reporting, budgeting and control activities in leading role for financial institutions and similar organization
  • At least 15 years of progressive financial management experience with a successful track record in a senior finance leadership role and must be currently working in the position of senior manager for at least 5 year.
  • A sound understanding of actuarial principles and practices

Chief Operating Officer (COO)

Job role:

The COO is responsible for designing, implementing and driving operating model for the future across technology, change and operations. The COO will bring a track record of 'best-in-class' systems and operations management ensuring efficiencies and innovation, as well as bringing a continuous improvement mind-set. He/she will be a strategic thinker able to contribute to the broader picture, as well as being hands-on and detail-orientated in the oversight and follow through of the team. The individual will make an important contribution to the strategic direction and choices of the Bank regarding future target operating model and key themes such as change programs, investment programs and new business initiatives.

Key Competency/Duties

Key deliverables will include:

  • Create and implement long term business plan to ensure continuity of business operation in the long run. Ensure client data is protected from the public and secured against fraud by enforcing access rights and verification levels.
  • Define the right target operating model for the Bank to include systems, infrastructure and operations.
  • Monitor daily operations to ensure a free flow process and also supervise the execution of daily task.
  • Develop and enforce sound policies and create a strong workforce by developing competent individuals in operation team.
  • As a coordinator (Operation front) of CBS ensure to evaluate the technical, functional and financial comparative analysis of latest version of pumari. Analysis MIS regulatory requirement and business analytics that helps to facilitate and attain efficient decision making in order to provide efficient and competitive service in the twenty first century of digitized banking industries.
  • Develop appropriate system for monitoring the operational plans implementation and performance.
  • Provide leadership of the site, particularly as this applies to operational management.
  • Set and review annual work objectives with staff for performance evaluation and personal and career development.
  • Develop or revise as needed, structures for Joperational management in coordination with executives and CEO for carrying the day to day operations in an efficient and compliant manner.
  • Develop appropriate systems for monitoring the operational activities, improvement of audit comments and implementation of instructions as floated by regulatory authorities and audit committee.
  • Responsible for managing overall operational risk as first line of defence.
  • Work closely with the Executive & Senior Management Team, and establish ongoing, effective communication with CEO for improvement of overall operation of the Bank.
  • To prepare Standard Operation Procedures in operations.
  • Assist in coordinating, facilitating and promoting understanding of operational risk, its implementation and management within shared distribution network and central operations units.

  • Bring a continuous improvement approach to the organisation.
  • Drive an agenda of innovation and digital enhancement for the Bank.
  • Manage and grow the technology, change, and facilities teams across Country.
  • Develop team capability and act as a coach and mentor.
  • The COO should have a senior track record in one or more of the following sectors:
  • Liability management
  • Banking Operations
  • Transaction Banking

• The successful candidate will:

Have experience in operating in complex business environments and/or regulated sectors and have the personal qualities to develop strong stakeholder relationships.

Demonstrate 'best in class' knowledge of technology, change, process improvement and operational management in relevant businesses

Possess a balance of strategic and operational experience to enable them to contribute to the bigger picture and to 'look around corners', in addition to running the day to day.

Bring the combination of core commercial and implementation skills, with the ability to move from detail/operations to strategy/influence. He/she will be a good problem solver with the ability to make decisions based on accurate and timely analysis and data rigour.

Chief Recovery Officer (CReO)

Job summary

The Chief Recovery Officer (CReO) is responsible for developing and implementing strategies to recover non-performing assets (NPAs) and managing distressed loan portfolios efficiently. The candidate must possess strong leadership analytical and risk management skills to drive the banks effort in reducing credit losses and ensuring the Overall health of loan portfolio of the bank.

The CReO is responsible for planning, leading, and executing strategies to recover the bank's assets, mitigate credit risk, and ensure financial stability during challenging economic conditions. This role is vital in safeguarding the bank's financial health, reputation, and long-term viability.

Key Competency / Duties 

  • Manage NPA accounts and discuss with customers on credit solution defined as per recovery manual.
  • Ensure that documentations relative to the debts are up-to date (search on asset, security documents, and property valuation reports)
  • Ensure legal recovery within a reasonable timeframe as defined in collection and recovery process policies and strategic manual.
  • Lead the strategic planning and execution of NBA recovery efforts.
  • Develop and implement policies, procedures, and strategies to maximize NBA recovery.
  • Strict adherence to the recovery process and policies, as well as regulatory guidelines whilst at the same time ensuring proper adoption by the bank recovery team member.
  • Adopt proper record management principle as defined by the bank in terms of upkeep and filing of documentation.
  • Ensure that submission timeline is respected with no delay to internal as well as external stakeholders.
  • Develop good rapport and liaison with other department relative to any recovery process or activity.
  • Provide management on regular on regular basis trend analysis of the portfolio and recommend credit measures to be applied.
  • Ensure early follow-ups of the accounts for timely reviews of EMIs and interest as appropriate.
  • Actively participate in the hand-over process of the file transfer of non- preforming accounts with RMs/ Managers of respective business units.
  • Regularly conduct site visit of high-ticket size NPA account to assess the recovery scope and also define on the recovery strategy to be adopted.
  • Drive the team relentlessly to deliver as per agreed business objective and beyond
  • Manage the impaired book to ensure that impairment is reduced and kept at the business risk level.
  • Act as Mentor and Coach to Junior staff to improve their performance and support junior staff in achieving business objectives through regular performance management.
  • Keep abreast with latest changes within the recovery process, Credit environment and changes within banking regulation.
  • Set recovery targets after review of classified portfolio and get it agreed to by management – Follow up and recovery and ensure that the recovery targets are achieved.
  • Work-out recovery strategic and action plans and recommend / obtain approval for the same for implementation.
  • Monitor the classified portfolio on an ongoing basis and initiate appropriate remedial measures as warranted by improvement / deterioration.
  • If needed, participation along with BMS/RMs in negotiation with borrowers. This also includes onsite visits to borrowers’ place of business to evaluate proposal for restructuring and revival of the problematic account with special attention to cash flow capabilities and assessment of financial strength.
  • Establish a system that helps to identify problems loan ahead of time when there may be more options available for remedial measures. Analysing all loans in default/arrears and recommend appropriate action plan of recovery. Evolve recovery/ remedial/legal strategic, process and obtain the necessary approvals and implement related action plan as approved.
  • Necessary to be familiar with the legal framework and have the know-how to recommended next course of action
  • Extract maximum benefits from NRB Guidelines/circular/directives for recovery of loans.
  • Make necessary contacts with the prospective buyers of collaterals to be sold through auction of NPA accounts and NBA.
  • Up to date filing of all problematic accounts.
  • Liaison with Province Managers/BM/RMs and get update regarding recovery progress.
  • Supervise staff under his/her responsibility.
  • Ensure that the internal follow up letter/public/auction notice is published on time as per Bank’s recovery manual.
  • Ensure fully comply with NRB directives and prevailing rules/regulations on default accounts, so that prompt and timely recovery measures are taken.

Qualifications / Experiences 

Must have completed at least CA or Master Degree from recognized university.

Minimum of 10 years of experience in Commercial Banks and at least 3 years of experience in related job functions. Must be currently working in the position of Manager for at least 3 years.

 

Central Credit Department and Relationship Managers - Relationship Officers (Inside Valley)
